Lee S. Rigsby is a Principal Consultant and President of Vanguard Solutions, Inc.
He was previously the Director of the Technical Services Division of Standard Laboratories, Inc. and, before that, the Manager of Technical Services for Ashland Coal, Inc. Lee holds a BS degree in Chemistry from Marshall University and a Master of Business Administration degree from Xavier University.
Lee has over 30 years experience in the coal industry. His consulting experience includes quality control, blending, weighing, sampling, and analysis for domestic and international shipments, ASTM and ISO standards, and coal supply agreements and contracts. Lee is a court recognized expert and has provided reports, depositions and testimony in meetings, mediations, arbitrations and litigations on a variety of matters.

Noel Scott Rigsby is a Principal Consultant and Vice President of Vanguard Solutions, Inc.
Scott has a BBA degree from the University of Kentucky and a Master of Business Administration degree from Ohio University. He has worked with Vanguard Solutions, Inc. since its inception and worked in the coal industry since 1987.
Scott has over 20 years experience in the coal industry. He has managed numerous projects in the areas of coal sampling and analysis, ASTM and ISO standards, bias testing, audits and inspections.

Kenny Stover is the Technical Projects Manager of Vanguard Solutions, Inc. He is responsible for bias testing, inspections and special projects.
Kenny has worked for Vanguard Solutions since January 2007. Before joining Vanguard, Kenny worked 10 years for a major coal laboratory.
